As noted by kayochin in the comments: The setting should be "gopls": {"build.experimentalWorkspaceModule": true} WebGopls already works with submodules. You just need to use the replace command in go.mod. Its just annoying to use that same replace command a dozen or hundred of times, if you have a lot of sub modules. This proposal seems to fix this issue.
