WebCSV is highly abridged, oriented to allowing you to migrate to another password manager. The older "encrypted JSON" format only allows restoring to the same Bitwarden account. You cannot upload to a different (self hosted) server. You cannot upload it to a different user account. You cannot use it at all if your account is deleted.
